VV stress under quench model review

There a few points that after comparing with the older VV stress quench model have been raised that need to investigated.

1. Phi value is approximated for a integral over the VV poloidal shape. We should include the explicit calculation. This is the appendix of this paper
2. Check the correct areas for S_cc and S_rp are being passed in.
