Nowadays, f-values are largely obsolete and the use of actual inequality constraints is desirable.

Personally, I suggest that we rip f-values from the code and mark them all as obsolete. Users can then be responsible for updating their input files to remove the f-values. We could maybe write a discussion thread about how to convert an input file to an f-valueless inequality file. Is it true that in all cases the f-value can be incorporated into the equation by just modifying the bound?
