Update cosma spack and possibly reframe configuartion after system upgrade

Several things have changed in cosma after the latest (July 2024) upgrade. I'll be patching some of those things as I need them in @gokmenkilic 's AREPO benchmark fork/branch, but someone needs to look at it more systematically.
