[15.0.0-rc2] Block List opens both catalogue and adds only available block

Bug summary

When using the block list in the "normal" (not inline) mode, with only one block type available, it both opens the catalogue and the newly created block.

Steps to reproduce

Add a block list to a content type with one available block type
Add a node of said content type
Add a block to the block list

Expected result / actual result

It opens both the catalogue, and the dialog for the newly created block.

I would expect it to only open the dialog for the newly created block.
