Feature:  add customer onboarding tours in Prod

### Thinking of step-by-step customer onboarding tours in production

1. user first login will show customer onboarding tours, login info will store in local storage (never expire)
2. only in production, control through env.js params
3. only for basic operations like search filter, interactive action like comment or rerun will just display in panel
