Update Sequence run listing view

The current view lists:
Instrument Run Id, Start Time, End Time and Sequencing (status)

The status is more interesting than the start/end times and should be the second column next to the Instrument Run Id.

If the run title/name is available (related to umccr/orcabus#849) it should be column 3.

The start/end times can be moved to the end/right as usually not as important, especially if (default) sorting is by data/time.
