Make sure GO111MOD are also considered

Replace hardcoded values to make this more versatile

Improvements:

• There were several hardcoded values in the following functions:
  • New
  • BugzillaDSN
• Update Go to v1.12.x
• Increase tiemout for BugzillaDSN to allow more time to retrieve variables stores in the AWS parameter store.

This PR is to remove these hardcoded values.

Misc:

• Update the documentation to clarify what's included in this repo.

Use environment variables

Make sure that we can have one single repo for this dependancy for any Unee-T installation.

This should allow us to archive the uneet-is/env fork and replace uneet-is/env with unee-t/env wherever needed.
