Add skip options

I've been using this for automated gh releases as npm hooks, and sometimes it would be nice to skip this step if a gh release has already been created, but the npm published failed for whatever reason but you want to breeze past gh-release when its in your prepublish hook.

I'm intending to work on this soon.
