• I have tried reproducing this issue in Chrome and it could not be reproduced there
• I have tried reproducing this issue in vanilla Chromium and it could not be reproduced there
• I have tried reproducing this issue in ungoogled-chromium with a new and empty profile using --user-data-dir command line argument and it could not be reproduced there

Description

Webauthn and related functionality such passkeys doesn't work. Tested on https://webauthn.io/ and github passkey login

How to Reproduce?

1. go to https://webauthn.io/
2. enter username into input box
3. click "Register"

1. go to github.com
2. click "sign in"
3. enter account credentials
4. a dialog box appears, within it "use passkey"
5. click "use passkey"

Actual behaviour

On https://webauthn.io/

Error message box appears: "The operation either timed out or was not allowed."

On Github

Authentication Failed

Expected behaviour

On Webauthn.io
Browser should delegate the responsibility to save passkey to appropriate agent such as bitwarden password manager

On Github
Browser should open password manager's ui for saved passkeys
