Subject of the feature

Solve unifiedjs/rfcs#2.
Additionally update for unifiedjs/governance#17, unifiedjs/governance#29, and unifiedjs/governance#31.

Problem

unified previously was organised as active and inactive maintainers.
The governance changes instead differentiate between participation. Additionally, they add non-maintainers.
