[Bug] Bad zip file

Similar to #247.

Is it known why there are so many empty zip files coming from GovInfo? This issue seems to have gotten significantly worse recently. Running again doesn't seem to really fix the problem either.

This seems to affect a decent proportion of bills in the subset of data I'm using (Congress 113).

Running in WSL2, Windows 10.

I'm running into the same problem again (I originally opened #247) and the issue first seemed resolved but has subsequently gotten worse again. Back in July I was able to pull 100% of bill text without bad zip errors (including 113). However, 80% of bill text downloads are failing for me now. Before, when I opened #247 only 20% of downloads were failing with this error.
