2022 House Redistricting updates

These are up-to-date at https://github.com/nickoneill/districts, but they are not all from sources that can be republished CC0. I have a pretty decent workflow for these so I'd like to actually merge 2022 districts when they can be sourced from the census website, but I don't know when that will be.

Feel free to comment here if you get them before I do and I can run my scripts over them to update this repo.

I just wrote some ingest code for the app I'm working on against the @nickoneill fork. Do you have any information on the licenses for the data you sourced -- what uses or attribution are appropriate if the district shapes in that fork can't be CC0 licensed?

@woodhull the data I sourced on my fork is from Redistricting Data Hub which uses data from the states themselves, but I was unclear on redistribution rules. If this usage is OK I can clean this up for a PR. Actually my fork is missing updated districts for GA, NC, LA, AL and NY.

If not, my fork has tools for running this process again against census files (also documented here). I don't currently have time to do this but I am happy to support if anyone ones to take a stab at it.
