detailed model filename property not behaving as expected

Expected behavior

detailed model filename property should be used to load an existing .osm file and not modify its properties

Actual behavior

URBANopt workflows are modifying the geomtry of the openstudio model despite detailed model filename being present.
All measures are skipped except reporting measures.

Actual after running UO:

Expected (.osm loaded to UO)
