Tabsheet scroller should scroll continuously while pressing the mouse button down

- Description of the bug

+Same issue explained here #1581
+We use horizontal TabSheet with many components and click&hold mouse button doesn't work for scrolling. So user needs to click every time to see next/previous component.

- Expected behavior

+On click and hold, it should continuously scroll through to the end or beginning of the tabs like the way in PopupDateField
