Double-check devcontainers

[vados-cosmonic]

The devcontainers that @vados-cosmonic added should be double-checked to ensure it works, on another machine.

There are a couple environments where it should work (in priority order):

• Codespaces
• DevPod
• Local docker environments (i.e. @devcontainers/cli usage)

One more thing to note, we may have to double-check that wasm-tools is installed (I think it should be already) -- it's as simple as pulling down the GH release (IIRC this already works), but just in case:
