FINALLY decided to try basing this preset off of a video that i based the first version of this preset off of, and this time it actually looks alot like what i was trying to achieve!
(UPDATE 1: changed chroma demodulation filter from 2 line comb to box)
(UPDATE 2: tried to make the checkerboard-ish pattern in the effect less noticeable)
Feel free to add this to your NTSC-RS Ultimate Preset Pack if you want to.
