Description of the library/tool

PopSift is a CUDA implementation of the SIFT descriptor. It's compatible with the the descriptors produced by vlfeat. Currently they are working on a new release: alicevision/popsift#174 , which tackles a couple of long standing issues.

There's an issue with the linking though:

I think I saw something similar in test_package.

Adding

enable_language(CUDA)
set_target_properties(${PROJECT_NAME} PROPERTIES CUDA_RESOLVE_DEVICE_SYMBOLS ON)

should probably fix this.

I'll see if I can maybe add that as an INTERFACE/PUBLIC property on the PopSift::popsift target so it wouldn't need to be in the consuming project.
