support tags in Azure Blob Storage sink

Azure Blob Store supports tagging blobs: https://learn.microsoft.com/en-us/azure/storage/blobs/storage-blob-index-how-to?tabs=azure-portal. this is not supported in the Azure Blob Storage sink: https://vector.dev/docs/reference/configuration/sinks/azure_blob

Use Cases

goal is to get feature parity with S3 and GCS, where tags and metadata are supported respectively.
