Move TransactionScope helpers to another library

Following up the point made here

TransactionScope Helpers: food for thought => btw, are we supposed to ship it in a different package knowing that TransactionScope still suffer from major shortcomings since .NET Core era and onwards (see dotnet/runtime#715)
