Progress Bar Implementation

#1055 was filed to remove progress bar support; however, the Core Devs generally feel that this should actually be implemented and completed as a feature.

1. This gives good feedback to the user about how long it will take to complete a task that uses this
2. It is fully stubbed out, just not implemented.

An implementer would need to figure out a Progress Bar widget in our widget system and then hook it up.
