Hovering message actions causes page scroll

Steps to reproduce:

1. Open a longer chat such that the page has a scrollbar
2. Scroll to the top
3. Hover over any message action

Expected Results: The page is not scrolled automatically
Actual: The page jumps which makes it impossible to click message actions further up the chat.

Notes:
I'm pretty sure the issue stems from the tooltip being mounted when hovering over a button.
I have not yet found a fix but will post any updates here.

There's a fix referenced in #638 that works for me, but the PR is still open.
