Refactor: extract moqt as a separate library #32
Description
Since MoqT can be used not only by subscribers but also by publishers and Node-based relays, it would be highly beneficial to extract all MoqT-related components from the library and export them as an independent library within this repository.
This way, the repository would evolve into a monorepo containing everything needed to build applications with MoQ for JavaScript, rather than being limited to just a web player.
