Change linked version of Perl to 5.42 (or other supported version)

Currently the installer links against Perl 5.32, which is out of both bug and security support (and has been for a couple years now). The currently supported versions are 5.38, 5.40, and the recently released 5.42. I'm recommending the build process be configured to link against 5.42, as that's the latest version, the version recommended on perl.org, and the version installed by default with winget.

Well, first of all, Strawberry Perl doesn't seem to offer a version 5.42:
https://strawberryperl.com/releases.html latest version is 5.38

Next issue seems to be, that there is no 32bit version available anymore.

Yeah, apparently they are bad about not updating the website any more. It looks like most people are pulling straight from the Strawberry Perl GitHub.

Here's 5.42.

Now unfortunately it looks like you are right about them not producing 32-bit versions of the newest stuff... the latest I found there was 5.38:

5.38 32-bit | 5.38 64-bit

Personally I use 64-bit so I'm less concerned about which version the 32-bit is linked to, but I also understand why you might not want to have 32 and 64 using different versions. At the very least it looks like moving to 5.38 is an option though.

Even the 5.38 32bit version seems to be slightly a different version than the 64 bit version.

Funnily there is a page called foo, linked nowhere and i just found out via some random github issue, which is a bit better about linking available releases.

Anyways, I also checked ActivateState, linked from the Perl Website but there I did not even find a download link, it just links to a company advertising page :/

That's all a bit sad. In any case, I'll try to update this and hopefully it all just compiles and it doesn't brake anything (as the updated ruby does #387 which I haven't been able to build successfully)
