Add a camera option to verify a recording has started

This may need some discussion, but it may be a good idea to verify that a recording has actually begun before turning the camera.

Another idea would be to watch the capture agent status and turn the camera not only on scheduled events, but also when there is no scheduled event, but the capture agent status is capturing.

To me, it looks like the capture agent's status remains as 'idle', even though a recording is taking place.
