Update AWS/GCP instances to Xeon Gen 4 (Sapphire Rapids) (#1332)

Upgrade compute instances to the 4th-gen Intel Sapphire Rapids series (AWS m7, GCP c3) for improved performance and memory bandwidth without major cost increase.
