Replace qtip dependency

Is your feature request related to a problem? Please describe.
The qtip plugin used for popups is no longer maintained. The source code repo is now archived (see https://github.com/qTip2/qTip2). Additionally, the qtip popups do not work correctly on my browser.

Describe the solution you'd like
qtip should be replaced, either with another js plugin (such as tippy or popper... bootstrap has built in support for popper) or a simpler solution that does not require javascript.
