building image ci job failed to run

🐛 Describe the bug

We initially saw this issue in PR #956. After the PR get merged, it's still failing, not a interim issue but reproducible.

25.13 ERROR: Could not build wheels for tos, crcmod, xxhash, which is required to install pyproject.toml-based projects

Seems error: invalid command 'bdist_wheel', seems wheel is missing.

Technically, there're two possibilities

1. The latest python package somehow remove wheel packages. We are using ``

2. Packages tosetc or its sub-dependencies might’ve released a new version requiring a wheel build.

this is kind of weird and I can not reproduce on my end on MacOS. some other commits yesterday didn't meet this issue as well

there's an upstream issue yesterday, and leads to the above problem in new images. update the version works on my end in linux machine. macOS (arm) was not affected.
