Package updates needed for User Namespaces in Kubernetes

I wanted to try User Namespaces in Kubernetes and found that the versions of containerd, runc, and shadow were out of date. I created PRs for all three. I created this issue to give some context for the three PRs.

#53349 - containerd
#53350 - runc
#53351 - shadow (looks like there is an already existing PR: #48813)
