Upgrade volcano k8s dependencies to v1.34

Kubernetes has released k8s v1.34, we need to upgrade all the dependencies to v1.34.x and make sure volcano works fine

Follow this guide to update k8s dependencies version to v1.34.x: https://github.com/volcano-sh/volcano/blob/master/docs/design/adapt-k8s-todo.md
