Install Wix Toolset

When I run cargo wix I get an error mentioning to go to http://wixtoolset.org/ to install the Wix toolset, but this page does not offer an installable file. How do I install the Wix toolset? Can you improve the error message?

It looks like FireGiant, the developers of the WiX Toolset and other tooling, have changed their website and deprecated WiX Toolset v3.

Here is the link to the latest v3 release: https://github.com/wixtoolset/wix3/releases/tag/wix3141rtm.
