Allow target to be array on `omfwd` output action definition

On rsyslog 8 there is a possibility to do load balancing on output targets of omfwd module.
To define multiple balanced targets we need to define target as array in Rsyslog::Actions::Outputs::Omfwd and currently it is Stdlib::Host.
