ISO 19128 reference

Suggest perhaps that we include a reference to ISO 19128 in the document. I would be happy to add it if it's inclusion is supported.

As chair of ISO/TC 211 I am in principle in favour of mentioning our standards!
However, we (the SDW WG) do not mention OGC WMS / ISO 19128 as a best practice implementation because we believe that in practice, OGC WMTS is preferable. This is because of the complexity of setting up the server infrastructure of a "full" WMS where you have no real control over what you will be expected to return to a request. (At least, that's what my team tell me)
