The EN 301 540 has an additional note in clause 10.3.1.2 Language of parts:
NOTE 2: Inheritance is one common method. For example a non-web document provides the language that it is using and it can be assumed that all of the text or user interface elements within that document will be using the same language unless it is indicated.
Want to see if we should include this or suggest it be removed from the EN 301 549.
IMO, since this SC is about language of parts, this note seems to be stating the obvious that this SC is about marking up any changes from the known default language for the non-web document. Is this note needed? Should we add it to WCAG2ICT?
