Maybe deprecate "leaving issues in other repos" from our design review template #31
Description
As discussed with @hadleybeeman and @rhiaro during the Mos Eisley f2f - maybe we should remove this option from the review template to ask us to leave comments in others' repos since we hardly every seem to be doing this.
