GH issue forms might not be right for design reviews #43

@wseltzer tried out the new design review intake forms, and posted the following comment to w3ctag/design-reviews#1102 (comment):
As a WG chair, I wanted to prepare a draft for review with the WG before submitting to TAG. With the old template, that was easy. With the newer template that breaks entries up into form fields, it would be less obvious how to prepare a draft and then submit it. (As-is, since I had WG-reviewed text conforming to the prior template, I entered it as a blank issue.) Thanks!
