Requesting for the tracking list of M2 Conformance

while the test vectors of M1 is coming to an end as all checks are completed in #21, also said in matrix:

lots of teams are now working on M2 or even RPC related stuffs (light-node specific), it would be helpful if we can introduce a tracking list for M2:

1. teams can focus on M1 specific problems via excluding M2 related parts
2. teams trying to work on M2 will have more clear moving targets
3. teams can consider working on the re-compiler for preparing M3 boldly
4. teams can de-prioritize the light node specified implementations since they may not have to implement them

same for the pre-requirements of the PolkaJam testnet since communicating in the testnet should be part of M2 if I'm not mistaken ))

gav: We're pretty much ready to go with the tiny testnet for any teams who want to try connecting; getting 1023 node active might be a challenge..
