Node JS

We use Node JS within the vagrant box on many torchbox projects now, so it probably makes sense to include it by default.

We think 12.0 LTS is the best version to go for, but concerned about it being so new (possibility of bugs) and also how well it is supported in the ecosystem at the moment.

I've switched one project with a fairly substantial amount of Node tooling from v8 to v10 to v12.2.0 today, everything was working as expected. v10 and v12 are on the same version of npm at the moment, so this should be relatively painless.

It might have helped that prior to this upgrade I had made the switch from node-sass with its native bindings to the JS-only sass. I don't think it's a requirement but I'd suggest making that switch on projects that use this box, as this makes the node_modules much more portable across node versions and install environments. And features-wise the two Sass implementations are nearly 100% identical (only difference I know about is the number of rounding decimals for floating-point numbers, but this isn't relevant for real-world UIs.
