Node operator doc - cloud and advanced options

Summary

Complement the current operator guides with tutorials on how to:

• run a nwaku nodes in popular cloud providers.
• configure nwaku nodes with more expert options

Acceptance Criteria

At a minimum, guides for the following providers are published:

• Digital Ocean Droplet
• Oracle Cloud
• Fly.io
• Akash

And the following configuration needs to be covered:

• PostgreSQL setup chore(postgres): Create a docker file to bring nwaku + PostgreSQL simultaneously. nwaku#1840 (comment)
• Listening on secure websocket
• Monitoring

• Secure websocket configuration  #81

RAID (Risks, Assumptions, Issues and Dependencies)

• nwaku team needs to support if any issue is encountered when testing it out.
