Add automated testing to data extraction tools pipeline

The data extraction rewrite currently has some sanity tests that I included during development of features, but these should be broken out into a new pytest suite.

This suite should absorb these old sanity checks, as well as end-to-end testing of the data extraction systems. Exact testing plan still TBD.
