Update parameter estimation tutorial to latest parmest API

The API for parmest was updated and the previous API still works but will be deprecated at some point. 

We should revisit our[ "Conducting a parameter estimation" tutorial ](https://github.com/watertap-org/watertap/blob/main/tutorials/parmest_demo/parmest_example.ipynb)and update it to use that latest parmest API.
