As per @metsma's directions, I am posting this issue here:

When using the Windows Installer, the installer adds some allow and block policies for various browsers, depending on the options chosen during Customized installation. When the options for adding signing support and automatically enabling signing support are unchecked, the Installed SHOULD NOT add the extensions to the block list Policy.

When uninstalling everything, all Policy settings that the Installer added should be removed. Pre-existing Policies should not be affected. If the extensions were added manually, they should not be uninstalled.

The Installer should only add a Policy when choosing to automatically enable the extension.

If the extensions were manually added through the browser's Web Store, the Installer shouldn't change anything about them.
