[Feature]: Support purchasing of additional crawling minutes

Description

Allow users to purchase additional minutes via the UI, going through a portal to make the purchase
Should also show current usage meter on the billing page.

Requirements

• Updates to external billing app to support this
• New quota update API
• Usage meter on the billing page.
