Events creation portal

Spec should have a client facing website that allows for the creation of events outside of the EMS system.  

USECASE:
As a Client I need to be able to request events from IMS outside of spec.  So that I can receive an email notification to provide client feedback, as well as edit EMS events as opposed to add new ones for each change.
