Feat: molecule scenario vagrant

As a developer, I want to have proper testing in place for Ansible without the problems of docker. Vagrant officially supports libvirt (linux) and virtualbox(windows, mac). This can be used to do real testing without the issues, we are currently facing in docker.

Additional scenarios like "delegate" would be awesome, too.
