Partial file refreshes when watching #1
Description
Currently, it's hard for this plugin to know which output bundles have changed when Webpack watch calls our callback. Once webpack/webpack#1608 is implemented, maybe we can do a more granular call to Karma's fileList so that the launcher/browser can better cache bundles that have not changed.
