Tailwind v4 support

What version of starlight are you using?

What is your idea?

Add tailwind v4 support and stop using the astro intergration as it's deprecated read withastro/astro#13086.

Why is this feature necessary?

I think it's necessary as tailwind v4 is now stable and 3.4 is being deprecated and people would want to use the tailwind v4 for multiple features such as css config instead of the js file, oklch support for wider support of colors and more.

We currently provide this via a Tailwind plugin but as far as I can tell there's no guidance for plugin authors in the Tailwind v4 docs — have you managed to find anything?

Tailwind v4 support has been added in version 4.0.0 of the @astrojs/starlight-tailwind package.
