[Feature Request]: Alert/Aside component #132

Describe your feature request
Similar to Starlight asides or Github > alerts, it would be useful for pages where we want to show an alert if something needs to be enabled before functionality is used (for example SMTP)
Similar in idea to toasts but would be static instead of scripted to show up
