wis2box 0.3.0 released

This is the third working release of wis2box. Updated capabilities include:

• PubSub refactor: all MQTT workflow is now managed via Python / paho-mqtt
• Storage refactor: all data storage is now managed via MinIO, providing S3 compatible storage capability
• BUFR publisher: first iteration implement. The next wis2box will additionally include WIGOS station identifier checks/handling
• wis2box-api management capability: CRUD functions are now supported in alignment with the OGC API - Features: Part 4: Create, Replace, Update and Delete draft specification
• Messages API: all WIS 2.0 notification messages are now available via the wis2box OGC API in alignment with the WIS 2.0 Notification message draft specification
