Changed dripping date still sends emails to learners of completed courses

Customer reports:

Once a user has completed a course, the course should not be dripping for this user again.

When a course has been marked completed, the learner should not be receiving dripping emails again in the event that the drip dates are changed by admin.

This also seems interlinked with:

• users who have completed a course should have access all lessons #48

This isn't technically a bug. Content drip wasn't designed to use the same course over multiple drip schedules, so that is a feature request.

Workaround: Remove the old learners from the course manually so that they don't receive the drip emails a second time.
