Thanks for looking into this and providing a thorough analysis. Staking Fund supports this proposal. It makes sense to reassess and right-size the Governor limits based on actual usage data, especially given the consistently low volumes on chains like Sei and Injective. |

Whilst reviewing the Governor limits for Sei EVM we noticed that Sei’s Governor limits were particularly high given the current volume. This prompted a review of the Governor limits across the chains with higher limits to see if it was possible to reduce exposure.
The following graphs are plotted with data obtained from historical token transfers, where the total notional values are across ALL tokens being transferred from a chain per day. Only governed tokens actually influence the Governor limits, so the figures could be overestimated here. On the flip side, the real Governor limit usage is actually calculated across a rolling 24 hour window, so the proposed limits below are deliberately on the less aggressive side.
Sei (chain id 32)

Over the last 9 months, the daily volume of token transfer coming from Sei have peaked at $70,000, with the majority of the days being <$10,000 with single digit number of transfers.
Furthermore, Sei is being superseded by SeiEVM, so there is no expectation for the notional USD volume of transfers coming from this chain to increase.

Over the last 9 months, the daily volume of token transfer coming from Celo have peaked at $800,000. Celo has recently completed its migration to an L2, so it's possible that new issues could have been introduced. At a proposed limit of $1,000,000 there should still be sufficient room for growth, whilst also reducing exposure.

Over the last 9 months, the daily volume of token transfer coming from Algorand have peaked at a little over $600,000. This proposal of reducing the daily limit to $750,000 should be high enough to avoid transfers being delayed, but as an exotic runtime it might be prudent to be more risk-off here.
